General Pope that the public should know that all of his move-1 Thomuton ments hare been made dependent upon rein-1 forcemeats and support at fixed times and places from others Relying upon such support he bos been disappointed both as to times and places of succor Yet depending upon the small forces of his immediate command he has succeeded without disaster or defeat in falling bock pursued by overwhelming forces holding them in check and giving them battle at different points on sixteen separate davs His disappointments have been many Lis discouragements would have disheartened a man of less energy and determination in the accomplishment of the Qirpose I of saving the capital He has inflicted upon the enemy a loss from which it' is impossible for them to recover lie has taught them the quality of our troops in the field and their resolution to crush the rebellion lie hits shown them an army' that cannot bo discouraged in retreat or demoralised by fatigue or appalled by the doubt hangs over the result in the old Second Congressional District to fill the vacancy caused by the resignation of Mr Walton This uncertainty as to whether Mr Fi den (repnb) or Mr Record (dem) ie elected is not caused by any donbt as to there being a very decided republican majority for Governor in the District (for it cannot bo less than 1000) bat it I is caused by an unpardonable blonder in the Cumberland portion of the District whereby the republicans voted for the vacancy on a separate ballot and in a eeparate ballot' box The com qnence was that a large number of republicans neglected to vote for the vacanoy not thinking of the neoeedty of throwing a eeparate vote while the democrats all voted for the vacancy on the same ballot with the rest of their candidates (just as the republicans did in other portions of the District) thus giving their candidate the fell strength of the party The relative strength of the republicans and democrats in the District last year was as follows BepubUean Androscoggin Franklin Oxford Cumberland 8090 Total 11282 Bepuldksan majority 2673 So far aa heard from the vote for Governor in I the districts this year stands as follows Coburn 5435 Opposition 4551 Republican majority 874 Last year in the same towns Washburn had 6070 Opposition 4498 Republican majority 1581 Republican loss 707 or nearly 50 per cent of the majority last year The earns proportionate felling off in the rest of the District would leave the republican majority 1300 Unless Fessenden hss lost 1300 votes in the Cumberland towns by the neglect of republican voters to oast the separate tioket he is eleoted We inclined to think from the returns thus fir ceived that Mr 0s not lost so many votes there and consequently that he is eleoted by aev-I eral hundred Mr Hadley of the Sanitary Commission at whose request it was published in all State papers We have rinoe received a communication from Thos Lang Esq of the town in question whioh completely vindicates North Vassal from the shameful charge ainst her patriotism The item emanating from Mr Hadley stated that he had received only a loaf of brown bread from this place and that partly eaten! The Huts of the case as communicated to ns by Mr Lang are theee: Hadley was here and waa unfortunate in not being understood as the notice only called together about a doien persons and probably not one in fifty knew of the meeting until they heard of it through yonr paper At a house where Mr Hadley stopped he requested i fevor that the lady should bake him a loaf of brown bread as he could noteat wheat bread She did so bat having kept it on hand without its being called for for some days it was thrown out aa unfit to eat That the personal spleen of a dyspeotic should be allowed to misrepresent a generous locality seems unpleasant and calls for this Mr Lang adds: less than three times since the war commenced have the people contributed liberally toward the enmfort of our suffering soldiers and oonsider it a privilege to be allowed to do i Within one week a large amount of bandages lint compresses sheets and shirts and 814000 in money have been collected by our ladies
